NC House Bill 38
Synopsis: Prohibits credit card companies from harvesting information on people who buy a firearm. The credit card company may not record where the buyer lives, the serial number of the firearm, or discriminate against firearm merchants.
The Second Amendment of the United States Bill of Rights states: "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed."
While credit card companies harvesting information may not necessarily be "infringing," they are certainly not acting in good faith! Whether an American wants to buy a revolver or a sub-automatic is not the credit card company's business. It also allows one to accumilate lists of firearm owners and exactly what firearms they own and where they're likely to keep them (typically in a gun safe in the owner's home).
Very easily, this could lead to a voluntary gun return program, followed by a door-to-door confiscation for the firearms that weren't turned in. For comparison, Germany disarmed its civilian population in the 1930s. Millions of Jews, left without a way to defend themselves from NAZI tyranny, died as a result.
This bill will help prevent such lists from forming, which protects the Second Amendment rights of gunowners.
