Synopsis: Establishes in the Office of the State Auditor the Divsision of Accountability, Value, and Efficiency, which will evaluate state agencies, projects, and vacant positions for wasted state expenditures.

This is basically DOGE at the state level. DAVE will check to see what departments and facilities are utilized, if there are excess employees when fewer can still do the job fine, and check that state departments are spending their allocated funds appropriately.

Note that the bill does NOT declare that DAVE has the authority to hire, fire, or 'trim the fat.' DAVE will only compile a report for the NC Legislature to review, then the Legislature can decide what actions to take.
