Synopsis: Prohibits local governments from allowing individuals to camp in public buildings, right of ways, or grounds.

Homeless encampments are an eyesore and hazard. They're filled with litter, disease, dirt, drugs, alcohol, and a good percentage of wildfires begin in them.
